ECE R90 for Brake Pad Importers: What It Covers and What to Verify
ECE R90 is the approval that matters for replacement brake linings sold in many markets. Here is what it regulates, the 15% friction rule, and the documents worth checking on delivery.
If you import replacement brake pads or shoes, ECE R90 is usually the first approval your buyers ask about. It is not a quality badge a supplier awards itself: it is a UNECE regulation with defined test protocols, and type-approval to it is required for replacement brake linings throughout the European Union as well as in other countries that adopt ECE Regulations.
What ECE R90 Actually Regulates
R90 sets design, construction and performance requirements, plus the test protocols, for replacement brake linings on road-going vehicles and trailers. It applies to the replacement part, not to the vehicle itself. That distinction matters commercially: R90 exists so that a pad fitted in the aftermarket behaves close enough to the original for the vehicle's braking system to remain predictable.
It also requires tamper-evident, sealed packaging for replacement brake linings. A carton that can be opened and resealed without leaving a trace does not meet the packaging expectation, which is a practical detail worth checking when you receive samples.
The 15% Friction Rule
The core performance requirement is a comparison. Replacement pads and shoes are permitted to deviate from the frictional characteristics of their original-equipment counterparts by not more than 15%.
This is why "our pad is better than the original" is the wrong way to read the regulation. R90 asks for a part that performs close to the original under defined conditions, so that ABS, brake assist and load-sensing systems still see the behaviour they were built around. A pad that stops harder but sits outside the tolerance band is not automatically an improvement; it may be an approval problem.
How the Testing Works
The tests are run on an inertia dynamometer, with the brake for which the lining is designed installed and instrumented. Recorded parameters include rotational speed, brake torque, brake line pressure, number of rotations after application, braking time and rotor temperature. The protocol covers bedding, a performance check, and cold performance equivalence and speed sensitivity tests.
Two consequences for an importer follow from this. First, R90 is a laboratory equivalence test, not a road-durability test, so it does not by itself tell you how many kilometres a pad will last in your market. Second, because the brake assembly is part of the test setup, the approval belongs to a specific lining for a specific application rather than to a brand in general.
What to Verify Before You Commit
A claim of R90 is easy to make and harder to check, so ask for evidence that can actually be examined.
Ask which applications the approval covers, and match that list against the part numbers you intend to order. Confirm the approval names the same friction product you will receive, not a sister variant. Check that packaging is sealed and traceable to a batch. And confirm the marking on the product and carton corresponds to the approval you were shown.
If a supplier cannot state which applications are covered, treat the claim as unverified rather than assuming broad coverage. Certification documents should be available on request, and a supplier who holds approval will normally have them to hand.
Where R90 Fits in Your Ordering Decision
R90 answers a compliance question, not a commercial one. It tells you the lining is approved for a given application; it does not tell you whether the supplier can hit your packaging requirements, hold a low minimum order, or produce under your own brand. Those are separate conversations, and a first order usually has to settle all of them at once.
